Then, it has to satisfy several criteria which include project location, housing need characteristics, project characteristics, sponsor characteristics, tenant populations with special housing needs, public housing waiting lists, and tenant population of individuals with children.

This kind of tax benefit can be used to finance property renovations and development of new construction projects. According to the Internal Revenue Code Section #24, the allocated housing tax credit for a particular project must not exceed the amount that the Agency deems necessary for the completion of the project. The total amount of the credit is determined by the IRS at three specific times, namely 1.) At the time the application for credits is filed, 2.) At the moment of allocation, and 3.) And when the building or housing unit is placed in service. Generally, the amount of tax credit that is given to a qualified project is determined based on the total cost of development and the number of qualified low-income units. But while the Low Income Housing Tax Credit may seem hard to understand, plenty of housing agencies claim these tax credits to build more inexpensive housing in their area.

To sum it up, housing tax credits are offered only to developers with “qualified” housing projects. The developers then sell the credits to investors so the investor does not need to borrow a significant amount to complete the project. New and Improved Area 51 Satellite Images

GeoEye-1 satellite captured images of Area 51 on August 23, 2011. The original images have very high 0.5 m resolutions. These images are also the latest of Area 51 ever published.

New and ongoing constructions are evident. One project is major and few smaller projects are on the way to being finished. Improvements of roads were also manifested. This time, it seems as if Area 51 is busier than ever. It may be preparing for a project that should be kept private by everyone, however intriguing it may be.

The satellite images were instantly captured upon request. Enthusiastic readers helped achieve them by donations. The photos are copyrighted by Dreamland Resort and GeoEye. Reproduction of the materials in any way possible is strictly prohibited.

As seen in the photos, there is a construction that grabs attention at the east of North Ramp. A new hangar might be on the way for housing and it might be the first one east of the taxi way. Its structure is quite very similar to two other hangars at Nellis AFB, which houses security helicopters. The constructed hangar is most likely to keep the PaveHawk security helicopters. Also evident in the clip are the 4 F-16 on the North Ramp.

A building in the original U-2 hangars block appears extended to the north. The hangars in this block all have green roofs while the extension has white.

The distant site north of the road from Area 51-Gate 700-NTS, which may be a specialized RCS site, does not show much activity. But it shows in the image that the complex have new tracks at its eastern cell. The north of the site has what might be a gravel pit which is a potential area for a new facility in the future.

Just east of the Janet ramp is a new tall and large building, just enough to be used as a hangar. But it is most possible that it is the new dining hall or administration building because of its location near the new base headquarters.

Another hangar is located west of the Hangar 20-23 storage building and is connected to a south ramp.

It appears that a ramp built around the hangar on the remote south of the base is wrapped up. What is housed in the hangar remains unknown until today because its location leaves everyone curious.

The Groom Lake Road and the Back Gate Road are newly paved as seen in the clip. This site was discovered back in 2008 but not much is known about it.
